William Cullina uses the word "enchanting" when discussing Southern Harebells, and I think this is the perfect word to describe the delicate, light blue, bell-shaped flowers. While they may be small, there are many, and this creates an interesting hazy effect. I'd imagine this would be heightened when planted en masse and would compliment other low-growing perennials. This blue fog catches is what catches your eye at first, but it is well-worth getting a closer look.
It prefers dry to medium rocky soils that are well-drained and slightly acidic, doing particularly well on wooded slopes. Southern Harebells, along with other species of Campanula, support the specialist bee Colletes brevicornis.
